LOS ANGELES TIMES: The Center for Risk and Economic Analysis of Terrorism Events (CREATE) at USC was featured. The center, established in 2004 with funding from the U.S. Department of Homeland Security, looks at the most likely terrorism threats and determines the most efficient ways to deter and prepare for them. "We can spend ourselves into bankruptcy by making things more and more secure, or we can do it in a smart way," said Detlof von Winterfeldt of the USC School of Policy, Planning, and Development, who is CREATE's director. One of the center's most high-profile studies looked at whether U.S. planes should be retrofitted so they could confuse and jam heat-seeking missiles.source
