Memorial Honors Former CREATE Employee and Other Victims

The newly dedicated Curtain of Courage Memorial in San Berardino honors former CREATE employee Hal Bowman and 13 other people who lost their lives in the December 2, 2015, terrorist attack in San Bernardino. The memorial consists of 14 individual bronze alcoves shaped like protective curtains along the San Bernardino County Government Center’s east promenade.  

Hal Bowman was one of CREATE’s first employees, specializing in the application of geographic information systems for the study of terrorism.  He was among a small group of people who helped establish CREATE as the Department of Homeland Security’s first University Center of Excellence.  At the time of the attack, Hal worked for San Bernardino County’s Environmental Health Services division.  The dedication ceremony was held on June 17, 2022.
